1. Business Lines for Registration
Film Production Industry
Film production is no longer classified as a conditional business line as of January 1, 2021, pursuant to the Law on Investment 2020. Accordingly, enterprises may register this business activity without being required to satisfy specific business conditions.
Film Distribution and Film Exhibition
Film distribution and film exhibition remain conditional business sectors within the cinematography industry. Therefore, enterprises intending to operate in these sectors must satisfy the statutory conditions prescribed by law.
Other Business Lines
In addition to film production activities, enterprises may register additional business lines depending on their business strategy and operational needs, including sectors outside the film industry.
2. Charter Capital
No Statutory Capital Requirement
As film production is no longer a conditional business line, enterprises are not subject to any minimum statutory capital requirement. Previously, the statutory capital requirement for this sector was VND 1 billion.
Capital Registration
Enterprises may register charter capital based on their financial capability and investment plan. However, the registered charter capital affects the annual business license tax as follows:
- Charter capital of up to VND 10 billion: business license tax of VND 2,000,000 per year;
- Charter capital exceeding VND 10 billion: business license tax of VND 3,000,000 per year.
Exemption from Business License Tax: Newly established enterprises are exempt from business license tax during the first year of establishment.
3. Business Codes for Film Production Companies
Below are some business lines and corresponding business codes that may be registered when establishing a film production company:

4. Procedures for Establishing a Film Production Company
Step 1: Preparation and Submission of Application Dossier
The application dossier includes:
- Application for enterprise registration;
- Draft company charter;
- List of members or shareholders;
- Copies of personal identification documents (Citizen Identity Card, ID card, or passport);
- Power of attorney authorizing Home Casta Law Firm (if applicable).
Submission Authority
The dossier shall be submitted to the Department of Planning and Investment to apply for the Enterprise Registration Certificate.
Processing Time
Within approximately 03–05 working days from receipt of a valid dossier, the Department of Planning and Investment shall issue the Enterprise Registration Certificate.
Step 2: Publication of Enterprise Registration Information
Information Disclosure Requirement
After obtaining the Enterprise Registration Certificate, the enterprise must publicly announce its registration information on the National Business Registration Portal.
Published Contents
The published information includes:
- Enterprise Registration Certificate details; and
- Registered business lines of the enterprise.
Important Note
Pursuant to Article 45 of Decree No. 122/2021/NĐ-CP, enterprises failing to publicly disclose enterprise registration information within the prescribed timeline may be subject to administrative fines ranging from VND 10,000,000 to VND 15,000,000.
